No "304 not modified" when If-Modified-Since is a future date

Summary: No "304 not modified" when If-Modified-Since is a
                    future date
           Product: Apache httpd-1.3
           Version: 1.3.28
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Minor
          Priority: Other
         Component: core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: christian.clausen@tietoenator.com

When I create an HTTP request and set If-Modified-Since to be a date that is in
the future according to the server's time, the server's response code is 200. I
think the correct behaviour would be to return "304 not modified".
