100% CPU load upon start-up of Apache on XP

I happened to install McAfee VirusScan 7, and immediately noticed that Apache 
CPU usage jumped to 100%. I did not have this problem before I installed 
VirusScan. The behavior was consistent between Apache 2.0.46 and 2.0.47.
