RewriteRule causes error claiming FollowSymLinks is off

Here's the errorlog entry:

Options FollowSymLinks or SymLinksIfOwnerMatch is off which implies that
RewriteRule directive is forbidden

...and here's the error displayed in the browser:

You don't have permission to access /whatever/ on this server.

I do have a RewriteRule in an htaccess file (between RewriteEngine On and
RewriteCond commands).  However, after getting this error, I've explicitly
enabled both FollowSymLinks and SymLinksIfOwnerMatch, both in the httpd.conf
file and in the htaccess file.  Yet the error persists.
