I was asked for more explanation...

The issue is a documentation bug. The documentation is wrong because a
"correctly implemented HTTP/1.1 request" could still get a response which is
different for different "LanguagePriority" settings.

GET / HTTP/1.1
Host: httpd.apache.org

is a correct HTTP/1.1 request and does not differ from HTTP/1.0 in Content
Negotiation aspects...
