mod_rewrite RewriteCond -U always true

Asume a config like:

RewriteEngine on
RewriteCond ///al/ways///true -U
RewriteRule /test /rewritten

The RewriteRule is always in charge. I found no way to let "RewriteCond -U" fail.
"RewriteCond -F" seems to do what -U is intended for...
