kerberos include path

when I build apache on Redhat 9.0 using

./configure --enable-mods-shared=all --enable-auth-dbm --with-gdbm --enable-
speling=shared --with-ssl --enable-ssl --with-kerberos=/usr/kerberos

I have to edit build/config_vars.mk and change the 

    INCLUDES = 

line to read

   INCLUDES = -I/usr/kerberos/include

to get the server to build (otherwise I get lots of complaints about missing 
include files)... not a biggy, but looks like a bug??
