-k stop does not work on winnt if apache is not a service

apache -k stop

does not work if apache 2 has not been installed as a service.  The shutdown/stop
command is processed inside:

 if (service_set == APR_SUCCESS) 

If apache has not been installed as a service, service_set will not be
APR_SUCCESS.  Insread you get an error message.
