That's where I started:

I just compiled pure httpd-2.0.46 on RH9 (kernel-2.4.20, glibc-2.3.2, gcc-3.2.2)
with ./configure --with-port=8000 --enable-modules=mod_dir
--prefix=$HOME/local/apache
and started it with httpd.conf:
    Listen 8000
    <Directory "/home/tometzky/local/apache/htdocs">
        Order allow,deny
        Allow from all
    </Directory>
    DirectoryIndex index.html
    DirectoryIndex index.htm

Both index.html and index.htm work as index files. It's not redhat specyfic. But
just removing it will brake some installations and a possibility of packaging of
modules.
