redirect  from physical to virtual, rewrite from virtual to physical fails in infinite loop

I haven't found anything in the docs, rewriting guide or many rewrite help 
pages that indicate the below should result in the infinite redirect loop that 
it does.

#redirect user agent from "old.html" to "new.html"
Redirect /old.html http://server/new.html 

#serve up "old.html" in response to request for "new.html"
RewriteRule ^new\.html$ old.html

Either rule works perfectly by itself, but together result in an infinite 
redirect loop.
