command line configuration for user, group and default_server_limit

The following parameters are the most frequently changed and should be command
line configuration options.

user to run as: (Like in Apache 1.3.x)
group to run as: " "

DEFAULT_SERVER_LIMIT (At least a choice from 1024, 2048, and 4096)
This would be easier than CFLAGS="-DDEFAULT_SERVER_LIMIT" and less esoteric for
the  less sophistacated user.
