AllowOverride doesn't work in <Location>, but there's no error

This is not a bug. This behavior is documented at
http://httpd.apache.org/docs/mod/core.html#allowoverride:

"Note: AllowOverride is only valid in <Directory> sections, not in <Location>
or
<Files> sections..."
