For Apache 1.3 I have the following DocumentRoot and Alias configured:

DocumentRoot /export/home/moxp/www/www
Alias /ar/ /export/home/moxp/www/reports/

Even if the directory /export/home/moxp/www/www/ar exists on the server
the Alias still works to map the request to the aliased directory.

Apache 2.0 does not behave the same way. If the directory
/export/home/moxp/www/www/ar exists the contents of that directory
is served instead of the aliased directory.

I could find no documenation for this change in behaviour.

I think it is a valid assumption to make that if you configure an
Alias it would take precedence over directories and files in the
DocumentRoot.
