The binary versions of Apache win32, does not contain mod_ssl and its lib  
files.  This is stated on the download page, in the d/l dir.

There are several sites on the net that have the needed files compiled and 
ready to go.

The best way to go is to get the source and compile it, with VS.NET.  The 
official build instructions are not useful in any way.
