Problem Obtaining Files Named with ASCII Special Characters

In compliance with XHTML 1.1 Standard, I updated my HTML to use url encoding 
and HTML entities for special characters.  However, when providing a link to a 
file that contains special characters such as the accented vowels in extended 
ASCII, Apache fails to obtain the file even though the URL decode appears to 
have worked (by the 403 message).  The following example illustrates:

<a href="http://www.mattrogersweb.com/example/Mozart%20-%20Die%20Zauberfl%F6te%
20-%20Bei%20M%E4nnern%2C%20Welche%20Liebe%20F%FChlen.mp3">Mozart - Die 
Zauberfl&ouml;te - Bei M&auml;nnern, Welche Liebe F&uuml;hlen.mp3</a>

The %F6 %E4 %FC decode to    (&ouml; &auml; &uuml;) as they should, but 
result in the "403 Forbidden" message without obtaining the file.  I would 
like to see this fixed in a future release.
