The backtrace indicates that you hit a problem in APR's posix sem 
support.  Unfortunately, APR's posix sem support has been busted for 64-bit
builds.  Currently posix sems are disabled at configure time on systems with
64-bit pointers.

Current APR, or the APR bundled with Apache 2.0.45, will keep you out of
this path.
