I am using Apache 1.3.27 on Dell PowerEdge 1650 server running Redhat 7.3 with 
apache-1.3.27-2.src.rpm.  I have modified my httpd.conf to allow for IP based 
virtual domains. 

There a Document Root directive defined in the Server config section as
DocumentRoot "/home/sites/site2/web"

My VirtualHost Directive looks like this, in part:
<VirtualHost some.ip.address>
ServerAdmin bpeeps
DocumentRoot /home/sites/site2/web
...some other code here...
</VirtualHost>

Each time I attempt to point browser to IP or virtual site name, the server 
tries to serve files located at /home/sites/home/web

Therefore, essentially it is ignoring the Document Root directive listed within 
the <VirtualHost>  Tag
