Matt,

Are you aware of the following problem that is fixed in CVS, but not 2.0.44?

  *) Win32: Avoid busy wait (consuming all the CPU idle cycles) when
     all worker threads are busy.

The key thing here is that all of the worker threads become busy before the CPU
is pegged.  Is that possible in your situation?
