Windows ME | Apache won't shut off

When installing Apache 2.0.44 I have found that it won't allow me to shut down 
apache. I go and say "Stop", using the apache monitor and also the programs 
listing, and it will say "Stopping all apache services" and then it sits there 
for hours on end and doesn't turn off. I really need a fix for this because it 
won't let me do a clean restart or shutdown without me having to do a "Endtask" 
command.
