Apache becomes permanently unresponsive if /var fills

The bug seems to occur every time no matter whether file logging is being done 
directly to /var or whether Apache is set up with syslog ErrorLog (which also 
goes to /var.)  I can try putting logs somewhere else and filling /var to make 
sure it's not some other Apache feature using /var?
