The code to check for bash and start running with that seems pretty evil. In fact, I can't find a reference to bash in my configure, but I generated it locally with autoconf 2.13. If you can try it out with Cygwin, we can verify that it doesn't hurt other platforms and then give folks on dev@httpd a chance to point out pitfalls before committing.
