It's quite simple. PHP as a filter will be delivered by the core handler which 
doesn't accept additional path information by default.
You have to use <http://httpd.apache.org/docs-2.0/mod/core.html#acceptpathinfo> 
to change that behaviour, i.e.

<Files "process">
  ForceType  application/x-httpd-php
  AcceptPathInfo On
</Files>
