Ignoring the <FILES>-Section in htaccess

The Win32-Apache V 2.0.44 ignores the FILES-Section in this .htaccess-file and 
I get a 404-Error.
Linux V 1.3.20 does this fine.
Example URL: www.domain.com/parser/123.html
Linux (right): Apache calls /parser/detail.php?dummy=123.html
Win32 (wrong): Apache sends Error 404
