Changes have been committed to Apache 2.1 (active development) to utilize new
APR features for finding process creation errors on Unix.  These changes keep
Apache from starting up if a piped log program doesn't exist or isn't executable.
(There are some possible errors that are found out too late, but now they
should result in an error message.)

I'll propose these changes for merging into Apache 2.0.x (stable tree).
