At least for example for "Require" it would be any subset of the users listed on
the top level. Sure, for others, it may be less obvious, but for most
directives, I am sure that it will be possible to come up with some reasonable
order.

For Options
* FollowSymLinks --> SymLinksIfOwnerMatch --> Nothing
* Includes --> IncludesNOEXEC --> ...
* ...
