Specifically, the point is that if a Web browser is handed a stream with an
explicit MIME type, it must not sniff the content to determine the actual MIME
type, whereas if there is no explicit Content-Type, then it can.

If Apache doesn't know, then it should let the Web browser sniff, and the only
way to do this is to not sent a Content-Type header at all.
