I have running Norton Personal Firewall 2003 and McAfee Antivirus v7.01 on my 
WindowsXP system (without IPv6). I got this error if I disable both programs, 
too. Maybe they can not be completely deactivated, because especially the 
firewall runs deep in the operating system environment.
But both programs were running with Apache v2.0.43 without any problems.
Should I test some other things?
