Is not getting a certificate for https a formal decision? 
Seeing your "WON'T FIX" I'll not post an RFE for that since you apparently
consider privacy of "limited use to most people".
For integrity reasons, I suggest to reconsider https at least for the
ingredients to the PGP signatures you mention (see
http://nagoya.apache.org/bugzilla/show_bug.cgi?id=15622).
