Sorry, I don't think I can help you in that case, I thought it could be related 
to http://nagoya.apache.org/bugzilla/show_bug.cgi?id=16578 .

My best guess is that is is a FreeBSD problem, perhaps a reinstall?
PS: What does "$>perl -v" say?
