It's not obvious to me that 2616 specifies that the Connection header contains
possibly quoted strings - can you clarify this? 14.10 says:

       Connection = "Connection" ":" 1#(connection-token)
       connection-token  = token

#token is equivalent to

         ( *LWS token *( *token "," *LWS token ))

I'd reckon a Connection header which *does* contain <"> is illegal, since
neither token nor LWS can expand to <">?

(In which case the Apache behaviour is compliant and not unreasonable)
