ah, I think it's a subtle different behaviour of mod_negotiation when doing
internal redirects.

I'm not sure, in what form you need the resulting filename, but I think, the
following does the trick for you (in serverconfig):

RewriteRule ^ %{LA-U:REQUEST_URI} [L,NS,PT]

It does an URI-lookahead and replaces the current URI with the result. It works
for me (returns /a/index.html.en for example). The NS flag is included to avoid
nasty loops. The PT flag passes through to the next hook (mod_alias or
something). It's your decision, whether you have to use it or not. Try it out if
unsure ;-)

I'll mark this bug as invalid, because there's no real bug - IMHO. Feel free to
reopen it, if there are any further issues.
