Yes, this is definatly a valid Bug report and a confirmed problem.

I am using FreeBSD 4.7-RELEASE, I have been using apache 2.0.43 and I have just 
upgraded to apache 2.10-dev to see if this problem has been solved, but it has 
not.

It also effects php's connection_status() function, which would explain the bug 
report I made at php.net [http://bugs.php.net/bug.php?id=17774] which I now 
belive is not a problem of php, but is related to apache sending the file to 
limbo for a duration of time until it has completed, not stop the file when the 
browser disconnects.
