Apache ignores Cache-Control directives

Apache appears to ignore client side Cache-Control directives. I have tried the 
following

Pragme: no-cache
Cache-Control: no-cache, no-store

but after 20/30 requests I receive stale information for a repeated GET 
request. The data IS correct but my ultimate data server also sends HTTP 
counter headers with EACH request and it is these that get out of step!

I have assumed that it is the web server caching mechanism as the HTTP GET 
request that produces the fault is missing from by HTTP sniffer.
