Can not run multiple instances of httpd

I initially used the Listen directives:
Listen 80
for the first instance
and 
Listen 8181
for the second instance
These worked fine for Apache 2.0.40.
I tried to change the second to
Listen 172.16.1.2:8181
but this does not make any difference in Apache 2.0.43 or Apache 2.0.40.
I even tried compiling the port 8181 when configuring for the second instance
but it didn't have any effect at all.
