Can not run multiple instances of httpd

I used to run Apache 2.0.40 and was able to run two seaprate instances of httpd.
One instance was for the webserver on port 80 and the second instance was for a
webdav server on another port. Both used different directories for the document
web root. 

After upgrading both Apache instances to Apache 2.0.43, both instances of httpd
will no longer run concurrently. I can only run one instance but not the other.
I have tried the regular webserver and the webdav server and if one starts up
the other will not run. Even if I specify the compile time option of using a
specific port other than port 80, there is still a conflict between the two
instances of httpd.

The only workaround was to restore one of the httpd instances to Apache 2.0.40.
With one httpd instance at 2.0.43 and the other instance of httpd at 2.0.40,
both instances of httpd are able to run concurrently. However, I am not able to
run both at the latest version. I do not want to run a single instance of httpd
 as I want the flexibility to compartmentalize / modularize separate applications.
