Not able to kill the process initated from cgi

Summary: Not able to kill the process initated from cgi
           Product: Apache httpd-1.3
           Version: 1.3.23
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Major
          Priority: Other
         Component: mod_cgi
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: catty_raman@yahoo.com
                CC: catty_raman@yahoo.com

I am triggering an exe from my perl program which is triggered from a cgi
program. I am posting a request to the cgi from my browser. In my perl program
I am directly calling my exe as
$rv = `testRun.exe`
Once the exe starts I am not able to stop the process as I get "Access denied
Error". The same thing work when the cgi is started from command line
