VirtualScriptAlias does not work in some cases

I use massive virtual host configuration within another host-based virtual 
server. The following is from my httpd.conf file:

DocumentRoot /htdocs/my.main.www.server.com/data
ScriptAlias /cgi-bin /htdocs/my.main.www.server.com/cgi-bin

<VirtualHost aaa.bbb.ccc.ddd>   # aaa.bbb.ccc.ddd - one of my public IPs
VirtualDocumentRoot /htdocs/vhosts/%0/data
VirtualScriptAlias  /htdocs/vhosts/%0/cgi-bin
</VirtualHost>

and with the above configuration (when checking in web browser):

VirtualDocumentRoot directs to /htdocs/vhosts/%0/data (that's OK)
VirtualScriptAlias  directs to /htdocs/my.main.www.server.com/cgi-bin (that's 
NOT OK!)

When I remove the directive:

ScriptAlias /cgi-bin /htdocs/my.main.www.server.com/cgi-bin

from main configuration, then VirtualScriptAlias starts to work correctly and 
directs to /htdocs/vhosts/%0/cgi-bin.

VirtualDocumentRoot always works correctly.
