It may have been fixed and broken again since you wrote this PR, as this
PR is pretty old.

Over the past couple of days, problems have been fixed in the core
code and in mod_cgid which caused Apache to needlessly hold on to
output from scripts (including SSI scripts).

If you're using mod_cgi:

2.0.43 will have the necessary fixes.

If you're using mod_cgid:

The release after 2.0.43 will have the necessary fixes.

If this doesn't resolve your problem, please re-open the PR
and give some information about how to reproduce the problem.
