I'll make an error_log hook module.
(I'll copy mod_log_config.c, and copy much of server/log.c into it.)

Once done, I'll try to convince the apache group it should be added to the core 
in server/core.c

Being able to precisely track errors is important to web hosts.

Apache already allows access logs to be precisely tracked.
