ap_log_rerror and ap_log_error enhancements

It'd be nice if there was a directive to "prepend" text to any error sent 
through ap_log_rerror() or ap_log_error().

It'd be even nicer if this text could be formatted from enviroment variables 
much like mod_log_config allows...

ErrorPrepend  "[Project: %e{PROJECTNUM} UNIQID: %e{UNIQUE_ID}]"

then large sites can have errors broken down by projectid etc....

I've hacked up 1.3 to do this, but I feel it should be added to 2.0 as a
