I upgraded from 1.3.19 to 1.3.27 and the CGI::self_url() function no longer
returns URL in the form 
http://<server address>:port/<cgi-path>?param1=value1&param2=value2&param3=value3
but rather in the form
http://<server address>:port/<cgi-path>?param1=value1;param2=value2;param3=value3

This is really an issue since we keep track of the user's navigation through our
application based on the self_url() piece of information and perform some
pattern matching on it using the usual "&" separator.
