Ehhh, this is probably some negative consequence of using magic-mime-types
rather than the real filter-manipulation directives.  Not your fault;
I know the PHP docs recommend that.

Here is a possible work-around:

<FilesMatch ^[^.]*$>
ForceType application/x-httpd-php
</FilesMatch>
