  Either PHP or your config of PHP isn't configured to accept pathinfo.

  AcceptPathInfo On

  will override the defaults.  You might want to apply that in something
  like the following...

  <Files "*.php">
    AcceptPathInfo On
    InsertOutputFilter PHP
  </Files>

  or something like that.
