RotateLog and ErrorLog don't work with each other on first startup

I've found that in Apache 2.0.42 and Apache 2.0.43 for Win32, the following 
directive for my error logs will not work the very first time I start the 
server:

ErrorLog "|bin/rotatelogs.exe path_to_apache_logs/log_error 604800"

Instead I have to replace it with the following directive,

ErrorLog logs/error.log

start the server, stop the server and then replace it with the directive to 
actually rotate the log files.

Using rotate logs on the Errorlog directive worked fine under Apache 2.0.40, 
however under 2.0.42 and 2.0.43, the server throws back an error about not 
being able to create the error log and then shuts down unless I do what I 
mentioned above.
