I understand the invalid, but I want to make a note here. The problem was that I
was thinking that LimitExcept meant "Limit all HTTP operations except these."
The way the directive is put into action is different than "except". It is more
like, "do not limit these directives". The wording might be more clear if it was
DontLimit GET POST HEAD, etc.
