Variable length array configure test fails

While building apache 2.0.42 the configure script said variable length 
arrays weren't supported. On x86 Linux that's clearly incorrect. Gcc has 
been able to do this for a long time.

What happened is that I passed CFLAGS="-g -Wall -W -O" to ./configure. You 
use your APR_TRY_COMPILE_NO_WARNING macro but you test code is not warning 
free so it fails.

I think you should have a special test for gcc or eliminate the potential
warnings.
