adding svg and ico mime-types

In the default mime.types shipped with Apache 2.0.40 (and also 1.3.26..) there are some mime

types missing, which seem to be quite standard or will become standard. These are the types

image/x-icon (for .ico; frequently used for "favicon.ico") and image/svg+xml (for scalable

vector graphics, which is standardized, so I think we should support it by default)
Enclosed is 
a patch against the default mime.types (probably unnecessary for such a little change;) which

fixes this.
