Downloads by Solaris 8 (and other?) clients are extremely slow

Downloads from Apache 1.3.x servers running on Windows are extremely slow (e.g. 
on the order of 80K/sec) when performed from Solaris clients.

The same servers (on the same network segments) produce downloads at 8MB per 
second when the client is a Windows or Linux client.  Downloads from IIS are at 
8-9MB/sec regardless of which of these clients is used.  Downloads from Tomcat 
(standalone) are also on the order of 8MB/sec for all these clients.

The numbers involved suggest a Nagle algorithm issue, but my (naive) scan of 
the Apache 1.3.26 sources suggest that NODELAY is already being set.  Yet the 
fact that contrasting performance when other clients or IIS or Tomcat are used 
suggests a serious, yet solvable issue in Apache 1.3.26 specific to Windows.
