htpasswd.exe does not work

           Summary: htpasswd.exe does not work
           Product: Apache httpd-2.0
           Version: 2.0.40
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Other Modules
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: vital@radio.odessa.ua

If i try o create new passwords file, i get the error. So as:

htpasswd -c c:\ttt
admin
or
htpasswd -n admin

returns the message:
htpasswd: -c and -n options
conflict

If i've created the "c:\ttt" file, and try to use
htpasswd c:\ttt admin

I have
a message, that process cannot access the file, file is locked. 0 files copied.

Why?
