Addition of  Japanese error message

I added Japanese error messages to /error directory.
Because charset is different, I had to separate files.
First I only separate Japanese modules, but $HTTP_REFERER variable became wrong.
And in httpd.conf files like 

    ErrorDocument 400 /error/HTTP_BAD_REQUEST.html.var

are changed to

    ErrorDocument 400 /error/HTTP_BAD_REQUEST.html

zipped file is in location of url.
