htpasswd update causes duplicates

If htpasswd is called for an existing user, a new entry is created instead of 
modifying the existing entry.

It seems that an appropriate change would to be to enter "found = 1"
at line 594

    if (strcmp(user, scratch) != 0) {
        putline(ftemp, line);
        continue;
    }
    else {
        /* We found the user we were looking for, add him to the file.
         */
        apr_file_printf(errfile, "Updating ");
        putline(ftemp, record);

    }
